One of the main problems, which humanity encountered in XX century, is a problem of education. Under the conditions of passing from the industrial to the information society higher education became the object of the special concern of states, political figures who understand that investment into the higher school is a guarantee of the further success and prosperity of one or another country.
Even now it is possible to state that precisely the level of technological development determines not only economic potential of the country and quality of the life of its citizens, but also role and the place of this country in the global society, scales and the prospect for its economic and political integration with the rest of the world. At the same time, the degree of development and usage of contemporary possessed technologies in each of the countries depends not only on the level of the technological and material resources, but also considerably on the level of society “intellectualization”, i.e., its abilities to produce, to consume and to apply new scientific and technological achievements. All this in its turn is closely connected with the education level in each separately taken country.
Education in society as a result must become such a social institute which would be capable to give a man different sets of the educational services allowing to learn continuously, to provide to the wide masses of people the possibility of obtaining the postgraduate and additional education. For this it is necessary to diversify the structure of educational programs, making it possible to everybody to build that educational trajectory, which most fully corresponds to its educational and professional abilities.
The basic purposes of radical changes in educational system of information society are:
• passing from education in the closed educational medium to the education in “the knowledge networks” of the open educational medium;
• knowledge creation by introducing the contemporary information technologies;
• formation of the continuous educational system.
It won’t be exaggeration the conclusion that the state functioning, its social, political, economic, industrial and the military sphere are in direct dependence on the work of computation and information systems, communications and control systems, software, which compose the technical base of information space. Actually, society informatization goes through not only business, state, directly production and the sphere of services, but also mode of life, and the style of life, and changes the values of people in many things. Culture and education, tourism and protection of health, transport and trade – all infrastructural branches will in their development base on the information revolution achievements, use the infocommunicational means and services in their activity spheres.
The trends of development of information society represent new and very serious requirements to organization and control of communication and informatization branch. The branch of communication and informatization in the Ukraine is a leader among the branches which are being developed more dynamically. But the guarantee of the Ukraine entry into the global information infrastructure, the open exchange of data with other countries is possible only in the case when a state will at its disposal have enough specialists who are capable of introducing and developing the contemporary infocommunication and information technologies. The academy having the old traditions, long-term experience and highly professional scientific and pedagogical potential, prepares such specialists, competitive on the labour market.
The academy carries out modernization of an education system in a context of the European requirements, more and more persistently works on practical realization of Bologna declaration provisions. Now more then ever, it is clear, that education, in particular in the field of the mathematics, natural sciences and techniques, is necessary for formation of the qualified personnel possessing competitiveness in conditions of digital economy. Therefore the major task of Academy is achievement of high quality of education, providing the objective and transparent control of knowledge and competence of graduates. Our graduates have proved as highly skilled experts on responsible posts in branch of communication and information. We are justifiably proud of it.
Immediate tasks of Academy are defined by requirements of the European integration of the higher school (Bologna declaration) – the process connected with dramatic changes of world development, with transition to the new high technologies using computer techniques and telecommunications which promote creation of favorable conditions for inclusion in a world information society and expansion of access to world information systems and resources. At the same time the proceeding process of modernization stipulates not only introduction into an Academy education system of elements of the European educational system, but also the comprehensive analysis of its positive and negative tendencies which are found out at the objective and non-tendentious scientific analysis.
